Start with a measured design brief

Replacement changes more than the visible face. The designer needs to understand the retained ground, wall height, soil conditions, water levels, nearby structures and available installation access. An existing wall can provide clues without proving that a new wall should follow the same dimensions.

Bring the survey, original plans, earlier permit decisions and assessment. Mark the waterfront property limits, dock attachments, outlets, utilities and neighboring wall transitions.

Resolve the alignment before requesting final prices

Do not assume a new wall may be built farther into the water because a contractor can install it there. The proposed line, fill, submerged-land interests and habitat can affect state and federal review. A local building approval does not settle every water-related authorization.

  • Ask whether the design retains, removes or works around the existing wall.
  • Record the proposed footprint and the effect on waterward space.
  • Identify temporary work areas and how debris will be contained.
  • Keep all permit drawings consistent with the final bid drawings.

Oceanfront replacement needs a separate conversation

On the Atlantic side of Vilano, Anastasia Island or South Ponte Vedra, check the Coastal Construction Control Line and coastal armoring review with DEP. Do not use a Matanzas River bulkhead example as proof that an oceanfront seawall is approvable.

For historic city property, ask whether archaeology or historic review affects excavation and design. Build those decisions into the sequence before promising a start date.

Define the finished job

Agree how the completed wall will be documented, who closes the permits and how disturbed access areas are restored. Ask the designer what maintenance observations to keep and when a follow-up is warranted.

Check construction access early. Limited access can affect installation methods, equipment, temporary closures and the final cost as much as the chosen facing material.

Plan the transition between the old wall and the new one

Retained sections

Show where the new wall meets a neighboring wall, return, dock or remaining section. Ask the designer to specify each connection and identify what condition information is needed about the retained work.

Temporary conditions

Ask the contractor to explain the sequence while the old wall is removed and the replacement is installed. Identify access restrictions, protection of adjacent improvements and responsibility for temporary arrangements.

Request the construction sequence before relying on a duration. Material delivery, approved drawings, inspections and workable access are different milestones. At handover, reconcile the installed alignment and materials with the accepted plans and retain the completion documents for future maintenance or sale.
