St. Augustine Beach is a separate municipality with its own Building Department. Its oceanfront also lies within a federal shore-protection setting. A mailing address, public nourishment project and private coastal permit answer different questions; verify all three before assuming a proposed seawall repair can proceed.
Check the easement and permit record first
The County’s Shore Protection Project page says future work is paused while required perpetual easements and waivers are secured. That status was checked on October 26, 2026. Do not schedule a private project around an assumed nourishment date, and do not treat participation in public nourishment as permission to alter private armoring. The authorized project reach runs from north of Pope Road in Anastasia State Park to Ocean Hammock Park. The County states that the Corps does not place sand throughout the whole authorized area at every event. A neighboring beach profile is therefore not a reliable prediction of conditions at your wall. Shore Protection Project at St. Augustine Beach Shore Protection Project at St. Augustine Beach
Keep the application complete
- Identify whether the work is on the ocean side, a dune, an existing retaining structure or another part of the lot.
- Show the property boundaries, easements, existing wall and proposed disturbance.
- Provide the current survey and any previous state coastal authorization.
- Ask who arranges equipment access and restores affected dunes or landscaping.
The Beach Building Department directs application documents to its permitting email and uses its portal for inspections and permit records. It specifically warns that uploading attachments into the portal does not submit an application. Follow the current instructions rather than assuming every online screen starts a review. Florida DEP / water management district | Check the Coastal Construction Control Line and coastal armoring review for the ocean side; ask separately about work in wetlands or tidal water. | Show existing and proposed alignment, habitat, access and disposal; request a written permit or exemption determination. |
U.S. Army Corps of Engineers | Ask whether the work needs federal authorization for structures or fill in jurisdictional waters. | Submit the same current drawings used for state review; keep each written determination in the project file. |
Prepare a Beach-city permit packet
Use the City of St. Augustine Beach process for parcels within its municipal limits.
Confirm the municipal parcel
Start with the parcel ID and address. Ask the Beach Building Department to confirm jurisdiction and the required local documents for the exact marine scope.
Retrieve previous approvals
Use the City’s permit-record instructions and ask for older records if the portal search is incomplete. Save the previous state coastal permit and applicable easements with the survey.
Check the public project boundary
Ask County Coastal Management whether the parcel is within the shore-protection reach and whether access or easements affect the proposal. Keep future nourishment timing provisional.

Save the shoreline details and questions you want a qualified marine contractor to review.

St. Augustine Beach project questions
Is a portal upload enough to submit a Beach-city application?
The Building Department says application documents should be emailed to onlinepermitting@cityofsab.org; uploaded portal attachments are not treated as submissions. Verify the current instructions before filing.
Will the next nourishment place sand in front of every property?
Not necessarily. The County states that each nourishment event may cover less than the entire authorized reach, and the current page identifies an easement-related pause.
