North Beach & Usina seawall repair planning
Use North Beach drainage findings to plan seawall work, check street-end flap gates and compare private shoreline repairs with wider flood measures.

North Beach has a County drainage study that directly compares shoreline and road-based solutions. It documents street-end flap gates, earlier berms and a raised Boating Club Road ramp. That history is more useful than a generic promise that a taller seawall will keep every property dry.
Use the study to ask a better design question
The County compared raising road ends, raising Myrtle/Laurel/Wahoo, and a continuous bulkhead. These are study alternatives, not proof of funded construction. The presentation identifies tradeoffs involving private low spots, shoreline habitat, property-owner coordination and environmental review. For your lot, separate the condition of the seawall from the route floodwater takes through the wider neighborhood. Have the survey show low returns and neighboring grades. Ask whether the quoted solution addresses erosion, tidal entry, rainfall drainage or some combination, and what remains outside its scope.
Check the street end as well as the backyard
- Identify the nearest flap gate or outfall and request its current inspection status.
- Keep public maintenance and private construction costs separate.
- Photograph connections where a private wall meets a road-end berm or another wall.
- Ask how access will be maintained for future outlet maintenance.
The study’s reference to the Boating Club Road ramp being raised does not mean it can support construction vehicles or provide a contractor’s staging area. Establish permission and suitability independently. North Beach Drainage Study presentation
Do not copy a study alternative into a bid request without site design. A continuous-wall concept depends on boundaries and connections well beyond one owner’s frontage. An isolated repair may still be appropriate for a damaged segment, but its limits should be explained clearly.
Local facts to carry into the site visit
- The North Beach presentation identifies flap gates at 10th, 17th, 19th and 21st Streets.
- The study records the Boating Club Road boat ramp being raised in 2023.
- The County study compares raising road ends, raising Myrtle/Laurel/Wahoo and a full-length bulkhead.
- The study warns that raised road ends can still leave low private shoreline routes for water entry.
- The full-length bulkhead alternative requires western-shoreline owner cooperation and environmental review.

What could the work cost?
Ask bidders to identify costs for end connections, drainage interfaces, wetland review and any shared access agreement. Treat neighborhood-wide flood works and your private structural repair as separate budgets unless a formal project joins them.
Start with a published planning range, then refine it with a written price for your St. Augustine property.
Compare quotes and plan a budget →Find the relevant permits and records
| Starting point | What to resolve | Prepare and look up |
|---|---|---|
St. Johns County Building Department | Confirm the parcel jurisdiction, building review and any right-of-way or drainage approvals. | Provide the parcel ID, survey, photos and proposed work. 904-827-6800. |
Florida DEP / water management district | Check the Coastal Construction Control Line and coastal armoring review for the ocean side; ask separately about work in wetlands or tidal water. | Show existing and proposed alignment, habitat, access and disposal; request a written permit or exemption determination. |
U.S. Army Corps of Engineers | Ask whether the work needs federal authorization for structures or fill in jurisdictional waters. | Submit the same current drawings used for state review; keep each written determination in the project file. |
Take the study to the site visit
Use location-specific records to distinguish feasible repairs from broader drainage proposals.
Request the gate record
The presentation identifies flap gates at 10th, 17th, 19th and 21st Streets. Ask Public Works about the device nearest your parcel and its current condition.
Define the proposed benefit
Ask whether a wall proposal addresses waves, soil retention, nuisance tidal entry or rainfall drainage. Have the designer state which routes remain outside the project.
Resolve connections in writing
For a shared frontage or road-end connection, obtain the relevant ownership and access records. Identify the responsible party if an adjacent owner does not participate.

North Beach & Usina project questions
Has the County approved a continuous North Beach bulkhead?
The cited presentation evaluates it as an alternative. It also describes owner-coordination and environmental constraints. A study comparison is not an issued construction approval.
Could water still reach a property after a road-end improvement?
The study identifies possible entry through low private shoreline areas as a limitation of raising road ends. Your designer should trace those routes using a current survey.
Keep planning
